CTO Designation Process

Application

Individuals seeking the CTO designation will submit a portfolio consisting of seven components:

  1. Personal, employment and department demographic information.
  2. Letters of reference.
  3. Professional Development
    1. Education (formal degrees)
    2. Certifications
    3. Training/Courses
    4. Development Goals
  4. Professional Contributions and Recognition
  5. Professional Memberships, Affiliations and Community Involvement
  6. Technical Competencies
    1. This section looks at 15 proficiency areas in 7 categories and outlines the knowledge, skills and abilities needed for each one.
         Categories of Technical Competence include:
      1. Strategic Planning
      2. Administration
      3. Human Resources
      4. Adult Education and Program Delivery
      5. Proctoring and Feedback
      6. Operations
      7. Technology

       
    2. Chief Training Officers with a certain level of experience and education may meet eligibility requirements which exempt them from completing the Technical Competency component of the application.
  7. Certification Statement

There are two levels of eligibility requirements. Those candidates exhibiting extensive experience and educational background may meet the eligibility requirements to exempt them from having to complete the Technical Competency portion of the application.

Peer Review

Portfolios submitted for the CTO designation are reviewed by a team of peers. The peer review process includes:

  • Reviewing the application.
  • Determining whether or not an individual seeking the designation has met all program criteria and requirements.
  • Conducting an oral interview with the candidate.
  • Researching and verifying statements made on the application.
  • Making recommendations to the Commission on Professional Credentialing concerning the candidate’s eligibility for the CTO designation.

Designation

The Commission on Professional Credentialing is the conferring body for the CTO designation.

Time Line

The peer review process takes 30-45 days to complete. The Commission meets every 60-90 days to act on designation applications.

Maintaining the CTO Designation

The Designation is valid for three (3) years. The application to renew the designation is based on four (4) components:

  • Professional Development
  • Professional Contributions/Recognition
  • Professional Memberships and Affiliations
  • Community Involvement
